BLUE-TEACH Project Strengthens Finnish-Indonesian Cooperation in Sustainable Teacher Education

LUMA Centre Finland is pleased to announce that the BLUE-TEACH project (Blue Competence in Teacher Education: Finland-Indonesia Partnership for STEAM, AI, and Sustainable Learning) has been awarded funding through the Team Finland Knowledge (TFK) Programme in 2026.

The project brings together leading teacher education institutions from Finland and Indonesia to develop innovative approaches that connect sustainability, STEAM education, artificial intelligence, and real-world learning environments in teacher education.

The project is coordinated by the University of Helsinki and LUMA Centre Finland in partnership with the University of Jyväskylä, Universitas Pendidikan Indonesia (UPI), Universitas Sebelas Maret (UNS), and Universitas Maritim Raja Ali Haji (UMRAH). Over the course of the project, the partners will co-design and implement a joint 5 ECTS teacher education module comprising 15 thematic units aligned with the European BlueComp competence framework. The materials will be integrated into both pre-service and in-service teacher education programmes in Finland and Indonesia, ensuring long-term impact beyond the project period.

Why Blue Competence Matters

As climate change, biodiversity loss, marine pollution, and sustainable resource management increasingly shape our societies, education systems need new ways of preparing learners for these challenges. The European BlueComp framework provides a competence model for understanding the relationship between people, water systems, oceans, coastal environments, and sustainable development. It emphasises systems thinking, environmental responsibility, innovation, community engagement, and informed decision-making related to marine and aquatic environments.

Despite the growing importance of blue sustainability issues, blue competences remain only partially embedded in teacher education and school curricula worldwide. BLUE-TEACH addresses this gap by translating the BlueComp framework into practical learning modules, pedagogical models, and digital resources that can be applied across educational contexts.

The project partners believe that BlueComp should become an integral component of sustainability education at all levels of education, from early childhood education to higher education and lifelong learning. Likewise, teacher education must equip future educators with the competencies needed to guide learners in understanding the interconnected challenges of oceans, freshwater systems, climate resilience, sustainable livelihoods, and environmental stewardship. These themes connect naturally with STEM, STEAM, AI-supported inquiry, and phenomenon-based learning approaches that are central to modern education.

Finland and Indonesia Learning Together

Indonesia offers a uniquely valuable context for developing blue competences. As the world’s largest archipelagic nation, comprising more than 17,000 islands, Indonesia faces significant challenges and opportunities related to marine ecosystems, coastal communities, fisheries, sustainable development, and climate adaptation. BLUE-TEACH enables Finnish and Indonesian educators to learn from one another while developing globally relevant educational models rooted in local realities.

The project combines Finnish expertise in research-based teacher education, STEAM pedagogy, curriculum design, and digital learning with Indonesian strengths in community-based learning, maritime education, and contextual sustainability challenges. Through intensive teaching periods, hybrid learning, and joint curriculum development, the partnership aims to create educational solutions that are both internationally relevant and locally meaningful.

Professor Jan Lundell, Director of LUMA Centre Finland and project coordinator, highlights the strategic importance of the collaboration:

Looking Ahead

The BLUE-TEACH project will run from 2026 to 2028 and produce a jointly developed international teacher education module, open digital learning resources, and an electronic handbook for teacher educators. Through curriculum integration, large-scale participation of teacher students and educators, and collaboration between higher education institutions, the project seeks to establish a sustainable model for embedding BlueComp competencies into teacher education and sustainability education in both Finland and Indonesia.

EU STEM Coalition: Addressing Teacher Shortages Requires Targeted Support for STEM Teachers

The National LUMA Days 2026 gathered Finnish educators from all levels to discuss about STEM education.

The EU STEM Coalition published a position paper (15.7.2026) for the European Commission’s forthcoming EU Teachers and Trainers Agenda. The publication highlights the growing shortage of teachers and trainers across Europe and calls for targeted measures to strengthen the availability, expertise, and well-being of teachers in science, technology, engineering, and mathematics (STEM).

According to the position paper, the shortage of STEM teachers is one of the most significant barriers to achieving Europe’s green transition, digital transformation, and future skills objectives. Schools are competing with industry, research organizations, and the public sector for STEM talent, making it increasingly difficult to recruit and retain qualified teachers.

The EU STEM Coalition proposes five key STEM-focused measures:

  • Promoting hybrid teaching models that connect education and working life.
  • Strengthening teachers’ continuous professional development.
  • Creating new pathways into the teaching profession.
  • Involving teachers in the development of education policy.
  • Promoting the wider use of integrated STEM approaches in teaching.

In addition, the network emphasizes the importance of competitive salaries, systematic monitoring of the teacher workforce, and reducing administrative barriers across Europe.

Significance for Finnish Teacher Education and the Teacher Education 2050 Vision

The recommendations of the EU STEM Coalition are closely aligned with Finland’s national Teacher Education 2050 Vision, published in 2025. The vision places research-based teacher education, strong professional expertise, teacher agency, lifelong learning, and broad collaboration among universities, schools, and societal stakeholders at the center of future development.

Of particular significance is the Coalition’s emphasis on continuous professional learning, stronger links between teaching and research, and enhanced collaboration among universities, research institutions, schools, and working life. These are also among the key goals of the Teacher Education 2050 Vision. According to the vision, teachers must be able to renew themselves and continue learning throughout their careers in a rapidly changing environment.

From a Finnish perspective, the position paper reinforces the message that teacher education should be viewed as an integral part of national competence, innovation, and competitiveness strategies. The availability and expertise of STEM teachers are essential components in building Finland’s future knowledge base and talent pipeline.

Perspective from LUMA Centre Finland

According to Professor Jan Lundell, Director of LUMA Centre Finland, the EU STEM Coalition’s position paper strongly supports the objectives of both Finland’s national LUMA strategy and the recently renewed strategy of LUMA Centre Finland.

“The recommendations of the EU STEM Coalition identify many of the same challenges and opportunities that have long been addressed through LUMA activities in Finland. Continuous professional development for teachers, research-based practice, partnerships between universities and schools, and strong links with working life form a sustainable foundation for future STEM competence. Finland’s strength lies in its extensive LUMA network, which brings together teacher education, schools, universities, research, and industry around shared goals.”

“The position paper also highlights the need to deepen collaboration among teacher educators, higher education institutions, and LUMA organisations. The goal of Finland’s national LUMA strategy is to inspire increasing numbers of children and young people to engage with science, mathematics, and technology. This can only be achieved if Finland has a sufficient number of highly skilled, motivated, and continuously developing teachers.”

The EU STEM Coalition’s position paper, Strengthening the STEM Teaching Workforce: Recommendations for the EU Teachers and Trainers Agenda, underlines that solving teacher shortages requires both national and European action. At the same time, it sends a strong message that teachers are central to building Europe’s, and Finland’s, future competence, innovation capacity, and competitiveness.

LUMA Centre Finland is an active member of the EU STEM Coalition, contributing Finnish expertise in research-based STEM education, teacher education, and school-university collaboration while engaging in European policy and development initiatives on STEM learning and teaching.

The National LUMA Days 2026 gathered Finnish educators from all levels to discuss about STEM education.

A recent European Commission report on STEM education in schools provides a comprehensive overview of the current state of STEM across Europe. While the report identifies a wide range of structural challenges, it also highlights countries that have already taken significant steps towards more integrated and future-oriented STEM education. Finland is among these leading countries, and the LUMA Centre Finland network is recognised as one of the most important examples of successful systemic innovation.

A shared European challenge – and a Finnish perspective

Across Europe, education systems are facing similar structural challenges in advancing STEM education. These include fragmented governance, shortages of qualified teachers, rigid curricula, unequal access to modern learning environments, limited use of non-formal learning opportunities, and insufficient evaluation frameworks to guide long-term development.

Although Finland performs well in international comparisons and has a long tradition of high-quality education, these challenges are not entirely absent. For example, teacher shortages are emerging in certain regions, and the implementation of interdisciplinary approaches still varies between schools. Furthermore, like in many other countries, there is an increasing need to strengthen the evaluation of STEM education initiatives and their long-term impact.

At the same time, the report highlights that countries with strong national STEM strategies and cross-sectoral coordination are better positioned to address these challenges. Finland is explicitly mentioned as one of the countries where STEM is strategically embedded across education, research, and innovation systems.

Finland’s strengths: a system aligned with future needs

Finland’s education system already reflects many of the key directions identified in the report. These include a strong emphasis on interdisciplinary learning, digital competence, and student-centred pedagogy. Approaches such as phenomenon-based learning encourage students to explore real-world challenges through multiple disciplines, fostering critical thinking, collaboration, and creativity.

Another key strength is Finland’s teacher education system, which is research-based and highly valued. Teachers are supported through continuous professional development and encouraged to develop innovative teaching methods. Programmes such as LUMATIKKA provide flexible, research-informed training opportunities that strengthen both subject knowledge and pedagogical expertise.

Finland also places strong emphasis on equity and inclusion, ensuring that STEM opportunities are accessible to all learners regardless of gender, background, or location. This aligns closely with European priorities to broaden participation in STEM and address skills shortages in the future.

The LUMA Centre Finland network as a model for collaboration

One of the most significant strengths of the Finnish approach is the LUMA Centre Finland network. The report highlights LUMA as a good practice example of how to build sustainable partnerships between schools, universities, research institutions, and industry.

The LUMA network operates through regional centres connected to universities across Finland, creating a nationwide ecosystem that supports STEM education at all levels. These centres provide teacher training, develop learning materials, organise student activities, and promote collaboration between different stakeholders.

Through its activities, LUMA reaches a large number of teachers and students each year. It supports inquiry-based and interdisciplinary learning, strengthens connections between research and education, and brings real-world relevance into classrooms. This kind of ecosystem approach is identified in the report as a key factor in successful STEM education systems.

Alignment with the Finnish STEM strategy

The findings of the European report strongly align with the goals of Finland’s national STEM strategy. In Finland, STEM is not seen as a separate policy area but as an integrated part of broader societal goals, including digitalisation, sustainability, and innovation.

The Finnish approach emphasises the following key elements:

  • The integration of STEM across education levels
  • Strong teacher competence and continuous professional development
  • Interdisciplinary and inquiry-based learning
  • Collaboration between schools, universities, and industry
  • Equity and inclusion in access to STEM education

The LUMA Centre Finland network plays a central role in implementing these priorities in practice. It acts as a bridge between policy, research, and schools, ensuring that strategic goals are translated into concrete actions.

Strategic implications for Finland

While Finland is in a strong position, the report also points to important areas for future development.

Firstly, there is a need to ensure that successful approaches, such as interdisciplinary learning, are implemented consistently across all schools. Scaling up good practices requires continued investment in teacher training, school leadership, and collaboration structures.

Secondly, strengthening evaluation and data use will be essential. More systematic monitoring of STEM education outcomes can support evidence-based decision-making and help to identify effective practices.

Thirdly, addressing teacher shortages, particularly in rural areas, remains a priority. This includes developing attractive career pathways, supporting early-career teachers, and ensuring access to continuous professional development.

Fourthly, greater emphasis should be placed on early childhood and primary education. Engaging children in STEM from an early age is critical for building long-term interest and competence.

Finally, Finland has an opportunity to further strengthen its role in European cooperation. By building on the strengths of networks such as LUMA, Finland can contribute to the development of shared approaches and support the scaling of successful models across Europe.

Looking ahead: from national success to European leadership

The European report underlines the need to move from fragmented, project-based initiatives to coherent, system-wide approaches in STEM education. Finland, together with the LUMA Centre Finland network, already demonstrates many of the elements required for this transition.

The next step is to deepen and scale this work. By strengthening collaboration, investing in teachers, and building robust evaluation systems, Finland can continue to lead the development of high-quality, inclusive STEM education.

At the same time, the Finnish experience offers valuable lessons for other countries. The LUMA model shows how long-term partnerships, strong teacher support, and a whole-system approach can create sustainable impact.

In this context, LUMA Centre Finland is not only a national success story but also an important contributor to the future of STEM education in Europe.
